Yes, also u need to ask Mortimer for Nautical Map but its worth to spend 30 min to make quest. Noone knows about this place and its always free even on Aurora/Aurera

Maybe If you buy mechanical fish at market then you can make quest without pacc but I dont know if it works

that north port are buged he dont open a hole. when u help em and go down he open and close the door and dont go to tp fix it please. its rly nice exp../!
