Purchasing Characters

Is there some kind of tutorial about buying characters?.
I'm looking to buy lvl 300+ char but I'm worried about being done over which happens a lot from what people say. I would like to do some research before sending someone money so I'm looking for some help .
Can someone recommend me a guide or just tips how not to get hacked? Thanks
