Ever had it all before. Was disabled because we could not control how many forums. It is difficult only with the forum in English, imagine three more.

Soo u can invite somebody to moderator it simple, 2 moderators per one sub forum. They can restrict forum rules.
2 ppl on the polish sub, 2ppl on the brazil sub and 2 to english sub
They can conrtol this sub forum

We had a group of users called "experts" who did it. We chose in each forum users who excelled in knowledge about bbot and we passed it to the group. For a while it worked, but then the forums were left without anyone to help, and decided to leave the forum in English only.
