cannot connect to site and bot [err 3011001]

a friend of mine is using this bot and has a strange problem

like two days ago suddenly he couldnt connect to bot and its site, out of nowhere.
i suggested him to clear his cookie files and it worked, but today occured the same problem, but the thing with clearing cookies didn't work.

where the problem might be? any ideas?

error number is 3011001

tell him to try flushin dns

windows key +r,
run CMD,
and in cmd type in ipconfig/flushdns

Also check firewall settings, and if bot is running as administrator
