[War Tools] Help

How can I setup the War.NET ?
I already read wikia, but I didnt understand at all :/

I'm gonna do the combo with my brother, so we are from the same IP.

Does somebody knows how to setup ?
Do I need to open Ports ?

I would really appreciate if you guys give me information detailed
